RECORDER REPORT

KARACHI: The Quota Supervisory Council (QSC) has warned exporters to get their quota allocation authenticated in their Category Pass Books (CPBs) by March 31, 2000 failing which their quota allocation will stand cancelled in accordance with the SRO.

QSC Chairman Abdul Razak Teli, in a circular to the chairmen of all textile associations said that a report on the CPBs received from associations revealed that the allocations submitted by various associations for authentication so far were very slow.

He said all association were once again directed to complete the work of authentication of 100 percent allocations in CPBs latest by March 31, 2000 in accordance with the SRO No. 1(1)/2000 dated January 6, 2000 as no extension would be granted under any circumstances.

The summary of the CPBs opened with 65 percent allocation and verification of 90 percent/100 percent allocation received from associations situated at various regional locations revealed that up to February 29, 2000, the number of CPBs received with 65 percent allocation was 1004 from Karachi, 183 from Faisalabad, 126 from Lahore and 7 from Sialkot.

The number of CPBs with 90 percent allocation received by the QSC for authentication was 648 from Karachi, 598 from Lahore and 573 from Faisalabad. Similarly, in case of 100 percent allocation, the number of CPBs received for authentication was 230 from Karachi and 26 from Faisalabad.

The association sources said that the delay in submitting CPBs for authentication to the QSC was due to the exporters' attitude who did not submit their documents in time. They, however, said that 75 percent of CPBs submitted for authentication belonged to the Pakistan Readymade Garments Manufacturers and Exporters Association.

It may be pointed out that with the beginning of the new year, the exporters are allocated quota of 65 percent of their last year's performance and they are allowed to utilise 100 percent quota of the last year's performance by March 31, 2000. The CPBs opened with new allocations are subject to authentication by the QSC on the basis of their last year performance.
