CBR direct taxes wing work re-distributed

ISLAMABAD: Following rightsizing in Income Tax Department, the Central Board of Revenue has announced new distribution of work in various sections of Direct Taxes Wing, it was learnt on Tuesday.

The Board has given new assignments to officers working under Direct Tax Policy (DTP), Direct Tax Revenue (DTR), Direct Tax Operations (DTO), Member, Tax Policy and Direct Tax Administration.

According to the new setup, Secretary, Income Tax Policy, (ITP) will deal with all matters relating to policy regarding income tax (excluding exemption, rebates, credits, deduction at source, refunds and international taxes) and interpretation, clarification and supply of information thereof.

Secretary, Exemption and Coordination, will deal with matters relating to policy and interpretation regarding exemptions (other than from withholding taxes), rebate credits and allowances, statutory approvals regarding exemptions, rebate and credits, coordination work where more than one section is involved.

Secretary, International Tax (Int Tax), will deal with international tax treaties, international exchange of information, aid or other international and bilateral contracts and agreements, including petroleum concession agreements.

Secretary, Revenue Budget, will deal with matters relating to fixation of revenue budget, monitoring and evaluation of achievement of revenue targets, collections, refunds and writing off demand, Commissioners and Regional Commissioners' conference and coordination in matter relating to Parliament.

Secretary, Withholding Tax (WHT), will deal with policy (including budget proposals) regarding withholding of tax at source, interpretation, clarification and supply of information and monitoring of withholding taxes (statement).

Secretary TO will deal with policy and operational matters relating to wealth tax, capital value tax, capital assets tax and workers welfare fund etc, reward and honorarium to the personnel of Income Tax Department and their exemption, sanction of rewards to informers of processed cases wherever applicable and complaints on tax evasion.

Secretary, Judicial (J), will deal with orders of the income tax appellate tribunal, appeals to the High Courts and Supreme Court, constitutional petitions (writs) and civil suits in courts, penalty, composition and prosecution cases, income tax rules and Income Tax Settlement Commission.

Secretary, Inspection (Insp) will deal with external audit including audit paras and Public Accounts Committee and references from Wafaqi Mohtasib, matters relating to D.G (Inspection and Audit) and statutory approvals other than those relating to exemptions assigned to Secretary Exemptions.

Secretary, Assessment, will deal with matters regarding assessments in individual cases including monitoring of investigative audit cases, assigned to Director, Intelligence and Investigation, monitoring of progress of assessment assigned to officers by the NAB, various schemes under income tax law like, tax amnesty, fixed tax and self-assessment schemes etc, grievances of taxpayers about assessment and jurisdiction order.

Second Secretary, Survey and Information, will deal with external and internal survey and provision of information to NAB.

Secretary, Direct Taxes Administration (DTA), will deal with all matters relating to administration of income tax group.

Second Secretary, DTA, will deal with service matters of officers of BS-18 and above which includes promotion cases, move-over cases, complaints of malpractice, matters relating to seniority, postings and transfers, pension cases, priority cases of advances, processing of disciplinary cases, processing of departmental appeals etc and processing of court cases.

Second Secretary, DTA-II, will deal with recruitment and promotion policy in respect of staff, seniority rules for staff, sanction, continuation and upgradation of posts and placement on permanent basis, other service matters of the staff and all service matters of officers in BS-16 and BS-17 and processing of court cases.

Secretary development, will deal with all financial matters concerning budget and expenditure, training and logistic of income tax officers and audit paras concerning expenditure budget.

Second Secretary, Expenditure Budget, will deal with matters relating to expenditure budget, proposals for re-appropriation, TSG, supplementary grants and lump provision, control and distribution of funds to sub-ordinate offices, examination of budget proposals of offices of the Income Tax Department, Public Accounts Committee (PAC) and assistance in all financial matters.

Second Secretary, Logistics, will deal with hiring and maintenance of offices and residential accommodation, financial proposals for new items of furniture, office equipment and transport, audit paras, audit reports and other miscellaneous reports, sanction of telephone for field offices, coordination of work pertaining to supplies of computers and their maintenance in consultation with PRAL, staff welfare of employees of Income Tax Department, income tax common pool fund and matters relating liveries committee, training of personnel, organisation of Direct Tax Wing and its subordinate offices, printing of material on direct taxes including returns and other forms etc and coordination.
